Ms. Emerzian is an experienced attorney providing transactional and advisory services to California public agencies, schools, non-profits, and private business for over fifteen years.   

For organizations of all sizes, Ms. Emerzian assists with compliance and risk management, advising on contracts, corporate compliance, board governance, day-to-day employee and HR support, and high-risk employment matters such as challenging executive transitions and complaints of workplace harassment, discrimination, retaliation, fraud, and sexual misconduct.  She routinely supports clients in complying with the Americans with Disabilities Act compliance, California Family Rights Act, Federal Family & Medical Leave Act, the Fair Housing & Employment Act, the Bureau for Private Post-Secondary Education, Title IX and Title VI, the National Labor Relations Act, rules for independent contractors and business-to-business relationships, as well as other state, federal, and local laws.  Ms. Emerzian also advises on corporate succession planning, corporate re-organizations, business sales, and related risk management. 

For the firm’s public agency clients – including cities, counties, school districts, community colleges, universities, and special districts, Ms. Emerzian is experienced at serving as general counsel providing day-to-day legal support as well as special counsel coming along side an organization’s in-house or outside counsel to provide special expertise in her areas of practice, which include due process and fair process rights, PERB unfair labor practice charges, compliance with the public agency union laws, public entity and school district re-organization, public retirement law matters, and serving as chief negotiator at union negotiating tables on behalf of management. Ms. Emerzian is also an experienced negotiator and sits at the bargaining table on behalf of management advising on negotiations strategies, bargaining proposals, and related media communications. 

Ms. Emerzian oversees the firm’s robust workplace and school investigations practice.  Ms. Emerzian is an experienced workplace complaint investigator, advising internal staff on conducting California law compliant internal investigations or serving as an external neutral investigator directly investigating matters and delivering findings of fact and credibility determinations. Ms. Emerzian also serves in the role of hearing officer and decision-maker for organizations wishing to outsource decision-making and corrective action recommendations under an organization’s workplace or school grievance processes. 

Ms. Emerzian also facilitates 360-executive evaluations, annual performance reviews of key management staff, and provides neutral services as a workplace dispute mediator, including for organizations who desire a trauma-informed, restorative approach to conflict resolution.  

Prior to founding Emerzian Law Group, Ms. Emerzian held roles as an in-house attorney and senior counsel for a large, state-wide law firm.  Today, she focuses her practice on business and corporate law, education law, labor & employment law, workplace and school investigations, public agency services, and providing day-to-day general counsel services.   

As a business owner, Ms. Emerzian’s philosophy is to lead with heart, and a focus on building a truly collaborative work environment which provides space for professional growth and advancement of each member of the team.  

Ms. Emerzian is based in Fresno, CA with her husband, Brian, and two pups – Worf and Dax.  Ms. Emerzian enjoys cooking large family meals on the weekends, decorating for the holidays, hosting friends and family for summer pool parties, taking liberty with rules for board games, and spoiling her nieces and nephews whenever she can.
